The Victorian Govt have come up with a plan to define what areas will be zoned Neighbourhood, General and Growth Zones.
Quiet streets will be a no-go zone for developers who want to build office blocks across from residential housing, especially housing that has been identified for its history, character and charm.
Sounds like Catherine Street, Subiaco should be transferred to Melbourne so that the amenity of the heritage listed terraces can be protected to benefit future generations.
